Job Title: Assistant Payroll Accountant

Primary Function: The Assistant Payroll Accountant will assist the Payroll and Human Resource Accountant in the preparation and maintenance of employee benefits, compensation, wages, evaluations, discipline, and relationships for one or more sections within a department, project, or division.

Key Responsibilities:

  1. Process weekly or biweekly payrolls, including garnishments, benefits, and taxes in compliance with federal and state wage and hour laws.
  2. Ensure accurate and timely processing of new hires, temporary workers, transfers, promotions, and terminations.
  3. Prepare and audit W-4s, payroll balance sheets, year-to-date earnings, and other relevant reports.
  4. Ensure systems are up-to-date with current employee base, including wages, benefits, sick and vacation time in line with agreements (union and non-union).
  5. Manage the regular preparation of relevant management reports, including weekly, monthly, quarterly, and year-end reports.
  6. Manage payroll or insurance audits, tax audits, and other audits as necessary.
  7. Manage weekly payroll tax payments with state and federal agencies.
  8. Prepare quarterly and yearly payroll tax filings with state and federal agencies.
  9. Reconcile bank accounts.
  10. Maintain employee benefits programs by assessing benefit needs and trends, recommending benefit programs to management, directing the processing of benefit claims, evaluating benefit contract bids, awarding benefit contracts, and designing and conducting educational programs on benefit programs.
  11. Ensure legal compliance by monitoring and implementing applicable federal and state human resource requirements and maintaining records.
  12. Maintain management guidelines by preparing, updating, and recommending human resource policies and procedures.
  13. Maintain historical human resource records by designing a filing and retrieval system and keeping past and current records.
  14. Complete human resource operational requirements by counseling and disciplining employees, planning, monitoring, and appraising employee job performance, and advising management in appropriate resolution of employee relations issues.
  15. Administer benefits programs such as life, health, and dental insurance, pension plans, vacation, sick leave, leave of absence, and employee assistance.
  16. Perform additional assignments as directed by the supervisor.

Skills, Knowledge, Qualifications, and Experience:

  • Bachelor’s degree in Accounting, Business Administration, Human Resources, or a related field.
  • Minimum of two years of experience in payroll processing, accounting, or human resources.
  • Strong understanding of federal and state payroll and human resource laws and regulations.
  • Excellent organizational and time management skills with attention to detail.
  • Strong analytical and problem-solving skills.
  • Proficient in Microsoft Office Suite and payroll software.
  • Effective communication and interpersonal skills.
